In addition, all applicants should meet eligibility requirements for languages, education and work experience requirements stipulated in the SVN.

Under the overall supervision of the Chief of Mission (COM) in close coordination with Emergency and Recovery Response Coordinator, Head of Sub Offices (Pemba and Beira), Shelter NFI National Programme Officer in Pemba and under direct supervision of the Programme Manager (Shelter/NFI and Housing), the successful candidate will assist in the field operations coordination and programme implementation of the Shelter/NFI (Non-Food Items) and Housing Program activities in Cabo Delgado, Nampula, Beira and Manica Provinces.

Responsibilities and Accountabilities

  1. Assist in coordinating the operations for the Shelter/NFI and Housing Program activities implemented at Cabo Delgado, Nampula, Beira and Manica Provinces.

  2. Ensure the shelter program team consistently delivers compliance in processes, protocols, and policies as they relate to infrastructure and shelter, particularly around procurement.

  3. Maintain direct and regular coordination with Procurement / Logistics and Finance units to ensure Shelter NFI/Housing Program procurement requests and payments are on track for smooth implementation of program activities.

  4. Coordinate the timely and adequate implementation of the Shelter NFI/Housing Program activities in line with the Shelter/NFI program strategy, programme guidelines, targets and deadlines.

  5. Provide regular and detailed reports to the Programme Manager (Shelter/NFI and Housing) and National Program Officer in Pemba on the implementation of the programme, including progress reports, weekly tracking on the status of procurement requests and payments.

  6. As per the Program Manager’s recommendation, he/she will have budget authority on specific grants were the Shelter NFI National Program Officer in Pemba doesn’t have coverage and will hold self-accountable in completion of assigned task and manage resources efficiently.

  7. As per the Program Manager’s recommendation, he/she will be assigned staff for direct supervision and provision of adequate and relevant capacity building to the staff under direct supervision.

  8. Undertake field visits and liaise with counterparts as per program requirements.

  9. Facilitate close coordination with local government authorities in all phases of the program’s implementation.

  10. Ensure that gender equity and social inclusion (GESI) measure are included in all construction works.

  11. Check that the integration of cross-cutting issues such as environment, gender, children, Gender Based Violence (GBV) and other vulnerable groups are considered in the programme implementation.

  12. Facilitate donor visibility in the activities of the Shelter/NFI Programme.

  13. When required, participate in Shelter/NFI Cluster, Government and relevant stakeholders’ meetings. Take minutes of the meetings and keep track of those meetings for filing and reporting purposes.

  14. Perform such other duties as may be assigned.

Required Qualifications and Experience Education

  • University degree in Management, Public Administration, Development or a related field from an accredited academic institution with four years of relevant professional experience;

  • Completed high school diploma with at least six years of relevant working experience preferably within the International Humanitarian Organizations.


  • Experience in supply-chain, logistics and operations is an advantage;

  • Experience in emergency and early recovery shelter programming, project implementation, management including project monitoring and reporting is an advantage;

  • Experience in using cash-based interventions in shelter programs;

  • Experience in budget monitoring and reporting is an advantage


  • Solid computer skills, including proficiency in MS Office package (Office, Excel, Power Point, Outlook), is essential;
  • Knowledge of the region is an advantage.


Fluency in English and Portuguese both oral and written is a must. Knowledge of local languages is an advantage.
